To use the flashlight, you'll simply need to turn the device on with the power button. In order to access the pen, you'll need to pull the flashlight piece, which doubles as a cap, off the top. The emergency tool is located at the opposite end, and if you remove that, you'll be able to access the multi-function tool.
If you'll be using any tool besides the flashlight, you can use it as-is. However, if you're going to be using the flashlight, there are some settings you can adjust. If you twist the top of the flashlight to the left and right, you'll be able to zoom your beam in and out to either focus narrowly on something or take a wider view. You can also consult your instruction manual to find out exactly how to turn the strobe light on. It may come in handy if you're approached by someone threatening and would like to disorient them.

I was able to find batteries and they were cheap. The problem is you can't get the battery compartment open. What a ripoff. The light was dim when I received it. Will never buy Bell and Howell products again.

Total POS. I had to start the online process by providing all of my credit information before the actual order. After the order page opened, there were upsell options for “extra bright light” and “long life battery” and other Options which would quickly drive the price up by a factor of 3. I attempted to cancel the “order” while on the site but could not. Immediately called the telephone number and was told it was too late to cancel, shipment was already on the way. The good news was I disputed the charge on my card and there was no argument. Huge PITA, but a happy ending.

The flashlight is really poor. I have bought $1.00 flashlights that shine a lot brighter. I would never advise anyone to buy this product. No wonder you have quit making it.

My wife gave me this. It's okay and I use it while on patrol. I'm concerned about replacing the battery when it finally goes dead, but even more concerned about where I can get a replacement cartridge for the pen, which I use this tool for the most. The office supply places don't carry them and I can't find a place online to order replacements.

I would say it’s garbage. But you can use the whistle to call dogs if needed. The rest of this $20 dollar waste of money and time is a joke. The light is NOT bright like advertised and there is a stupid nonfunctioning zoom? Also, the on /off button is terrible. It is very touchy and you can leave your light on or on strobe for hours before you notice. The advertisement is huge over the top pump up of a cheap China product that has many who cares functions like a can opener? Cheap screwdriver, a blunt end to break a window if needed. What. So can rock or stick. Why the heck is this a feature. Bell and Howell how about making a good bright low cost and sturdy FLASHLIGHT that work correctly and efficiently when needed for twenty bucks? And leave the TAC out of the Marketing lie. Cops and Military people would throw this Junk in the trash. It’s not Military grade. But thank you for the two extra pieces of &@$”. Now my Junk drawer is complete! Dog whistle and all.

This "Tac Pen" is screaming made in China. Am I wrong on that point? I find when someone is screaming at me to buy something and NOWHERE is listed anywhere on the website where it is made = made in china. And I will never no way buy anything from evil china. If I am wrong do point that out.
