Given the color spectrum, somebody who has naturally dark brown hair but has dyed their hair blonde might find that the lightest blonde powder is insufficient to really cover up their roots. If this is the case obviously there is no color beyond the blonde so there are no other options.
Conversely, if somebody has dark brown roots and they have light brown dyed hair, the blonde color or the light brown might be sufficient in covering up roots. There will be some discrepancy in terms of the color matching or people who were trying to cover up roots versus people were trying to cover up all spots or receding hairlines. One tip is to recognize that this powder will work better on smaller amounts of roots. Your first few weeks of root growth can be easier covered up versus three or 4 inches of root growth.
