Therefore, sensors need to be sensitive to the range of eight to twelve micrometers. Devices like these are sensitive to motion, but not to people who stand still. Reason being, the electronics package attached to the lights is searching for rapid changes in the infrared energy it senses.

When someone walks by, the amount of infrared energy changes rapidly and can be detected easily. Sidewalks cooling down at night give off slower infrared changes, and since this is not something you want an outdoor light to pick up, the lights are set to pick up fast changes. Infrared energy is a type of light, which means you are able to focus and bend it using plastic lenses. So the sensors inside the light keep their figurative eyes peeling for infrared changes.
